دولت افغانستان باید تمام توان خود را در حمایت از کودکان، در مقابل کار اجباری ، کار مضر و کاری که آنها را از حق آموزش و حقوق شان باز می دارد به کار گیرد. در این کار باید سازمان ملل و دولت های توسعه یافته به کمک دولت افغانستان بیایند تا سطح رفاه و سلامتی کودکان در افغانستان ارتقا پیدا کنداین در حالیست که امار سوی رفتاراز سوی مردم بالای کودکان افزایش یافته اما دولت افغانستان برای اعاده حقوق اطفال انچه الزاما ضروری بوده است نتوانسته است انجام دهد
